Now perhaps the answer is zero.
That said, anyone who's lived in Milwaukee County is familiar with Walker issuing sweeping proposals ... only to see them whittled back.
Sure, taxes went up -- but he never proposed them! (This non-serious approach is why many view him as a weasel.)
So, will Walker's effort to gut the collective bargaining rights of public employee unions -- an effort that has caught several Senate Republicans unawares, at least in the details -- play according to precedent? Or will Scotty finally get his way the first time?
State Senate Republicans are not going to swallow the whole thing, it appears. Walker has overreached and won't get all he wants, but he probably never thought he would. There will be some give and take, but the result will still be a bad bill.
